Project Blue History

“Project Blue” is a hyperscale data center project proposed by Beale Infrastructure. Opposition to this project is what lead to the creation of the No Desert Data Center Coalition (NDDC) in June of 2025.

Pima County Closed door Proceedings for project blue

County staff gets an appraisal for property and signs non-disclosure agreement.

September 2024

Pima County grants Buyer “right of exclusivity”

Pima County agrees to only work with buyer and not entertain offers from any one else.

2025

April 2025

Pima County Planning & zoning Hearing

Pima County rezones the land while information is withheld about their advanced negotiations tying the land use to a data center complex.

June 2025

Project Blue made Public

Board of Supervisors upholds rezoning decision, approving sale of land on a vote of 3-2 to Beale Infrastructure through Humphrey’s Peak LLC. This is when the public learns of the data center plans.

June – Aug 2025

NDDC Coalition Mobilizes Community

Concerned community members gather to educate others, pack public hearings, and communicate to public officials to protect our water, desert and community from Project Blue and other extractive industry.

August 6, 2025

Tucson City Council Votes No on Annexation

At this point Project Blue was dependent upon the City annexing the land to provide reclaimed water to the site for a water-cooled data center. On a 7-0 vote the City said NO to Project Blue.

August 25, 2025

Beale Switches to air-cooled data center to revive project blue

Beale Infrastructure files for an Energy Service Agreement (ESA) between Humphrey’s Peak Power and Tucson Electric Power (TEP) with AZ Corporation Commission (ACC) for TEP to provide 286 MW energy for Project Blue.

Pima County Board of Supervisor Hearings

NDDC Coalition members pack all of the Pima County Board of Supervisor meetings to speak out against Project Blue during Call to Audience. Supervisors Cano and Allen side with NDDC against Project Blue, while Heinz, Christy and Scott are committed to Project Blue.

December 3, 2025

ACC Votes 4-1 to approve ESA

NDDC Coalition members attended AZ Corporation Commission (ACC) meeting in Phoenix and online to speak out against the Energy Service Agreement between Humphrey’s Peak Power and TEP to provide 286 MW for Project Blue. Rachel Walden voted against the ESA.

December 10, 2025

ESA approved by ACC is Contested

Attorney General Kris Mayes contests the ESA and requests a full evidentiary hearing for the State of AZ and City of Tucson citing that they created a loophole for the developers of data center to secretly set electricity rates without a public process. NDDC also filed an intervention request.

December 24, 2025

Land Deal for Project Blue Closes

On a 3-2 vote the Pima County Board of Supervisors transfers ownership of 290 acres of land to Beale Infrastructure without a committed tenant for proposed data center.

January 14, 2026

Lawsuit Filed Against Pima County

The Arizona Center for Law in the Public Interest filed a lawsuit against Pima County officials on behalf of NDDC Coalition, arguing the county approved the “major rezoning without providing the public with accurate or meaningful notice.”
